Opening of the
offers - Best Value For Money
Purpose
On “Best Value For Money” basis
the adjudication of a contract is for the firm whose bid
complies with the technical, financial and delivery requirements
and gets the highest score from price and quality criteria.
Procedure
The bidders shall submit their
technical bid in one envelope and their commercial bid in
another envelope. Both envelopes will have to be sent in a
single envelope bearing the reference of the Invitation to
Tender.

Under this procedure, technical
and commercial bids shall be
evaluated separately in two
different meetings. The
commercial bids shall be opened
only on condition that the
technical bid has been evaluated
and proven to comply with the
technical specification. |
The bids received following an
Invitation to Tender shall be opened not earlier than
five working days after the closing date for dispatch
of bids.
The invitation
to the technical bid opening is sent by the purchasing service.
It shall include on EN Department side:

the technical responsible
-
the Group Leader of the
technical responsible
-
the Department Head or his
representative

All the
personnel
attending to the bid opening is
bound by the
confidentiality. |

The
Department Head or his
representative shall be present
in all the Invitation to
Tender's openings in order to
take any decision regarding the
bid opening. |
The technical bid is evaluated (in
view of establishing its compliance with the technical
specification) and scored according to the previously
established memorandum defining the adjudication criteria
(see Best Value For Money procedure).
A report of the results of the
assessment of the
technical bids is prepared by the
purchasing service in a confidential document.

The technical
responsible shall solve all
technical issues before opening
the commercial offers. After the
commercial offers are opened, it
is not possible anymore to
disqualify a firm for technical
reasons. |
The commercial
opening of the technically compliant bids is organised by the
purchasing service. It shall include on EN department side:

the Group Leader of the
technical responsible

the Department Head or his
representative

All the

Compliant bids shall be evaluated
and scored by an evaluation panel on a confidential basis.

The technical responsible is
allowed to ask any question or
clarification needed for the
analysis of a bid. All the exchanges
with bidders shall go through the purchasing service. |
The bid with the highest total
weighted score shall be considered to provide the best value for
money and shall, therefore, be the one recommended for the award
of the contract.

In
no event
the quality scores can be
modified once prices are known. |
