Bidders' Conference

Purpose

A bidders’ conference is a compulsory information conference for bidders that CERN organizes on its premises. During this meeting, bidders shall be given the opportunity to ask questions or request clarifications.

Procedure

A bidders' conference shall be organised by the technical responsible for all service contracts and for complex supply contracts about two weeks after the invitation to tender has been sent out. The conference shall include a visit of the CERN domain.

A bidders' conference shall be organised in the Department for all service contracts in order to be sure that the technical specification is well understood by the bidders, especially in case of a Best Value for Money adjudication.
The agenda of the bidders' conference is sent out with the Invitation to Tender documents.
Every bidder is informed of the fact that in case of non-attendance at the conference he will be disqualified

  • a representative of Host States Relations (F. Eder)

  • a representative of Logistics service (T. Wegelius)

  • a representative from HSE unit

  • a safety coordinator (J. Etheridge)

The minutes of the bidders’ conference shall be taken by the technical responsible. In particular, it shall include all the responses made by CERN to the questions of the bidders.  

All the correspondence to the bidders, including the minutes of the bidders' conference, is sent out by the purchasing service.
After the Invitation to Tender is sent out, any communication between the technical responsible and a bidder is prohibited. All the exchanges, especially in case of requests for clarification, shall be done in written and through the purchasing service.
